Garbage management in Goa came for sharp introspection on Thursday by none other than the High court who instructed seven civic bodies in the state of Goa not to issue fresh licenses for multi-storied buildings within their jurisdiction untill further orders.
The division bench of the Bombay high Court comprising of Mr Justice P B Majumdar and Justice N A Britto issued the above directives to the municipalities of Quepem, Sanguem, Curchorem, Cuncolim, Sanquelim, Pernem and Valpoi since they had not complied with the courts' directives on immediate and interim measures on garbage management.
The Chief Officers of the seven municipalities were present on the occasion in response to a directive to them to be present personally before the Court to show cause as to why suitable action for disobeying its order should not be passed against the seven bodies including an order imposing fine against the seven Chief Officers to be recovered from their personal salaries.
It may be recalled that the Courts had passed a series of directions to municipal Councils for immediate and the safe disposal of garbage while asking the GSPCB to inspect the facilities of the municipal council and report to the court on the compliance of the directed procedures.
While the court gave immediate measures to manage garbage which included collection of waste to be segregated into organic waste( biodegradable) and inorganic waste(non biodegradable) it also directed the civic bodies on the final measures to be taken.
The court has therefore restrained these civic bodies from issuing any fresh construction licenses to multistoried dwelling units and adjourned the hearing till February 18
